They would cover everything. The glass, the plumbing, each other. Any even the tiniest bit of water somehow getting into another tank would spread the infestation. There's a reason they are so invasive. A single-species tank with no water filtration system could MAYBE work, but the mussels would inevitably cover each other and fill the tank until there's no room for anything else in it.

I am genuinely curious on what sources you have for this. I'm well aware of the invasive potential of quagga and zebra mussels and how quickly they spread, I'm just having a hard time wrapping my head around this concept of having them in tanks. I'd certainly believe it, it's just not yet clicking into place with other things I know to be true.

It's simply how they reproduce. They're doing the same thing in the wild, too, clogging pipes and stuff. Given enough they could theoretically fill a lake, that would never happen in practice but in a tank they could.

I meant more if there is an example of people trying and failing to keep them in tanks. Great Lakes cities manage to keep pipes clear enough to use them, and researchers must have some way of controlling numbers, which is where my confusion lies. I don't think it's necessarily worth it to put in the effort for live ones (when models/empty shells would much better serve the purpose since they can be in a tank with other fish), but I'm sure if one was very determined they could keep them somehow.

They only manage to keep the pipes clean by manually clearing them out. It costs millions of dollars.
