They would cover everything. The glass, the plumbing, each other. Any even the tiniest bit of water somehow getting into another tank would spread the infestation. There's a reason they are so invasive. A single-species tank with no water filtration system could MAYBE work, but the mussels would inevitably cover each other and fill the tank until there's no room for anything else in it.
I am genuinely curious on what sources you have for this. I'm well aware of the invasive potential of quagga and zebra mussels and how quickly they spread, I'm just having a hard time wrapping my head around this concept of having them in tanks. I'd certainly believe it, it's just not yet clicking into place with other things I know to be true.
