Monty is correct.
If you want to display this species you will need to be licensed with DEEDI.
If you just want to keep them you will need to permitted by DERM.
When you have the correct permission to keep this species I may also be able to put you on to a possible supplier.

How big is your enclosure?
The males can become killers if its too small.
Watch them around any species which could carry MCF & other hemoratic viruses,they'll go down like flies .
Being at Townsville there shouldn't be many sheep,but just in case keep them well seperated.

Newcomer,have you tried down at Kingaroy.
He's got several hundred.
Also,Baramba deer park dispersed their herd several years ago, the new owner may have some leads on Qld breeders & the old owner who owned & sold them still lives beside the park.
These were originally from Gatton Uni stock when the deer unit was going & much ,much more fecund ,healthy & from a broader genetic base than the stock held in zoo's currently.
They are more difficult to keep healthy than pure elk are & hard emotionally too as they get you in,so be warned most populations fail.I blame MCF for most failures, so keep any sheep well away.Also everything likes to eat them especially wedgetails.If you see a mob together it's my belief they are always discussing a novel way to commit suicide.I'm serious.
If your hart's not set completly on blackbuck wouldn't hoggies,rusa,chital or sambar be a better option,but then I guess you'll also want them too.lol
Are you also aware of the new risk assessment "Bomford indicies" & the vertebrate pest management authorities (national) position on increasing the category from 3b to 3a based on this flawed indicies.This is a blatent attempt to reduce the numbers held in private collections in Aust & will no doubt lead to the localised extinction of this species here.

Hoggies are going to be easier to get than blackbuck if your prepared to travel to Vic to pick them up.There are several breeders down there with eruptive populations.
This is the best time to pick some up, as the first frosts slow down pasture growth & everyone is right now thinking about how much feed or pasture they need to carry them over to spring.
Hog deer suffer PCM as bad or worse than chital so I'd suggest adding a good vet to the transport budget, one who can administer a LAN, & make sure they are caught up & loaded correctly.(if your getting into this, a good vet is the best investment & professional relationship you could ever develope)
I don't know you from a bar of soap other than "newcomer",but I figure you may have worked out my "bona fidies" PM me & introduce yourself & I'll help were I can.

I believe they are as quite a few keep them in Victoria.
I talked to a bloke about a year ago who had 70. He said he had recently sold 12 to someone in Qld, and most of them arrived alive. (he was paid at his gate and just put then a trailer). I was interested in getting some until I found out how susceptible they are to MCF. He charged $2000 each does does and $4000 for bucks.

I would have pointed you in the same direction that Bob has - particularly the former owner of Baramba.
I didn't ever have any success with the Kingaroy or Guyra owners. They wanted trophy prices which were too expensive for a zoo.
