And for oppening a zoo, I would basically need:
0. Construction permit from municipality depratment for urbanisam and local environment for building a recreational unit - like swimming pools, parks, sporting places, or zoos. Can be granted for 1-3 months (of course not everywhere, especially not on first class agriculture land);
1. Starting a company - with main ocupation zoo and botanical-related activities located on the zoo ground (place for doing activity);
2. Reporting to a licensed vet, as you want to establish animal-husbandry-unit in particular place, and the vet will issue you a number (RBO - registered number of animal-husbandry unit or farm) of animal-husbandry unit;
3. Obtaining Approval from Food and veterinary agency as Center for animals (zoo);
4. Obtaining a licence from Ministry of local environment and space management for keeping wild animals (I don't know for further specifications, but we follow common EU-legislation);
5. Of course the labour inspection will seek for elaborates for protection of employes and visitors from dangerous animals (including antivenoms for venomous snakes);
6. The zoo will need to employ at least one full-time veterinarian (and I am a vet

) or to make contract with veterinary ambulance for regular health-check of the animals;
7. The needs for keepers are stated as to have appropriate education and training - but who knows how this will apply as nobody still opened a real private zoo (there are a falconry and some recreational small restaurant-parks) in this small country; There are just 2 real zoos, owned by country (cities in wich they are located - Skopje and Bitola).
Wild animal imports approvals are granted from Food and veterinary agency (Veterinary certificate) and from Ministry for local environment and space management (CITES certificates). You can keep every kind of wild animal if you are granted with licences (there are not specific bans for certain animals; of course there are lists of countries from wich can be obtained hoofed animals/elephants (less stringent for equides and thus for rhinos and tapirs), birds and aquaculture animals, - and these are changing very often, but no lists of approved/banned countries from wich, reptiles, non-human primates, carnivores, etc, can be/can't be imported - so these can be imported from anywhere. Almost all African and Asian countries are on banned list for import of hoofed animals/elephants.).
Of course there is still bureaucracy and corruption...
