Seems rather unnecessary IMHO. Increase parking charges, and encourage more use of public transport. Zoos VIC is a conservation organisation, and so an environmentally sustainable message should be prioritised. There are plenty of local car parks to park at and then catch a tram/train from.
It seems totally necessary to me.The zoo claims that 84% of all visitors are arriving via cars and with the vast majority of visitors being families that means taking a tram/train is not a viable option. I cannot even imagine going to the zoo with my wife and 4 kids and then unloading the stroller, jackets and mountain of supplies onto public transportation. There aren't likely many families (the lifeblood of zoos) that would be opposed to a shiny new parking garage. There is a long list of North American zoos that need the exact same thing as visitor attendance numbers continue to rise around the globe and parking garages are a great solution as they are often multi-level structures that don't take up a large footprint.
