I just had a look to see what is happening with this. Their website currently says "scheduled to open in 2019"

It will supposedly open in April this year. The article has more details on the exhibits.

There is a photo on the article of the Ocean Tank, looking very Sea Life, which is 400,000 litres and has just been filled.
The article also says there will be "25 or more display tanks, organised into 11 habitat zones" with 13,000 animals.
I forgot about this, so I googled. The aquarium opened in May this year.
There's a review below from a family which visited. Verdict: "It’s basically a smaller, less impressive version of Aquaria KLCC. It wasn’t bad. But it wasn’t particularly good. It was… okay."
