I was unaware that so many zoos had them in Canada, I thought the lion safari had African elephants too?
 
Nope, ALS has not had any African Elephants since 1989. You might be confusing it with Parc Safari Hemmingford, which keeps a pair of African Elephants.
Must of been my mistake, I thought I saw them there on a visit in 2017 but after researching it a bit it seems I was mistaken.
 
No- Jane Goodall Act is a contemporary Canada-wide act that has yet to pass (and is supported by each of Canada's AZA-accredited facilities, might I add). I was referring in 2011 when Toronto's City Council forced the zoo to send its last three elephants to PAWS. It is weird that Toronto Zoo also supports the Jane Goodall Act since the Act asks to ban the holding of not only Elephants, but also Great Apes. Toronto Zoo has two Great Apes species, and the new outdoor enclosure for Orangutans has just been completed not long, if the Zoo agrees to phase out Orangutans, then the millions of dollars spent on that enclosure becomes naught.

Lucy is the last elephant of Edmonton Zoo, once she passes the Zoo will no longer hold any elephant. Granby Zoo also has plan to phase out the elephants. So the holders of elephants in Canada will decrease to just two in the future.
Zoos like Toronto would be inclined to build fantastic indoor exhibits (perhaps the likes of Zurch!) and the additions would be remarkably valuable to the sustainability of both populations in NA. Having a major breeding holder other than ALS would be nice as well.
I definitively hope to see some great fantastic indoor exhibits like what Zurich Zoo has done to occur in Toronto Zoo. But unfortunately, Toronto City Government is not as supportive as Zurich City Government of zoo funding. Toronto Zoo definitively has land to build a giant indoor enclosure for elephants, but doesn't have enough money to do so. The general public opinion in Toronto is pretty leftist, many people consider zoos as "jail of animals"

The act doesn't ban great apes- it just adds additional legal protections. Toronto, Calgary, and Granby Zoos have all been adamant that their great ape programs will not be affected.

It is really disappointing that Canada's government and populace are so anti-zoo. Canada has many wonderful zoos that more than likely would have world-class elephant exhibits by now. With Parc Safari having no luck breeding and an unlikely chance of bringing in breeding individuals, soon it will just be ALS as the singular holder in the country.
I do wonder what would happen to ALS' herd if an elephant ban is passed in Canada however.
