New Species Survival Plan Classifications

In the new year, it appears that the way Species Survival Plans were controlled is now being changed. They used to be classified as Red, Yellow, and Green. It now appears that they are classified as Signature, Provisional, and Externally Managed. I am not entirely sure what signature and provisional mean, and I believe the externally managed programs are ones that are organized by things like the USFWS and USDA.

I am interested to hear what others think about this change.
 
When I read "Provisional" monitored species comes to my mind. Other than the government organizations you mentioned. Provisional might also be that status of programs that have been reduced from their ssp programs doe to the 15 holders rule. "Externally Managed" does remind me of the "Consortium Programs" that was discussed in the AZA ungulate updates thread.
