Have you read the paper? From the abstract it isn't clear if they have actually named it or are just adding support for it being a valid species.

I had a google for the Gulf of Mexico Bryde's Whales and there are less than 100 animals left. Maybe the next Vaquita...

There was a bit of discussion on Mammalwatching about this whale. The name given in the paper is B. ricei. The skull morphology is good as support for the split, but they have only used mtDNA in their study (no nuclear DNA). Still seems like it's a proper split though.

Apparently it is the only baleen whale in the Gulf, so ID is easy in life - but there are no pelagic trips there and the shelf is far out from shore so it's almost impossible to see for a regular wildlife-watcher.

Excuse my ignorance, but I have recently been curious and wondered why is mtDNA not a very stable or reliable aspect when doing molecular analysis, and why nuclear DNA seems to be most reliable

Mitochondrial DNA (mtDNA) is passed only from the mother (it is clonal), whereas nuclear DNA (nDNA) contains information from both parents. It's basically the difference between looking at only a part of the DNA and looking at all of the DNA. However the use of mtDNA in genetic studies is so much more widespread because it is easy to work with relative to nDNA (and hence cheaper and quicker), and it has a high mutation rate so tracking changes in organisms is easier even if the results can be skewed.
