Okapis in Europe

Beni, the female okapi at Doué-la-fontaine zoo, saddly died in June. Here's the park's message (traduced) :
"Suffering from a degenerative disease, after more than two and a half years of care administered by our veterinary team and the daily attention of our caretakers, the decision has been taken to euthanize the female okapi in view of the irreversible degradation of her condition and her personal quality of life."
 
Safari Park Dvur Kralove is trying to import a pair of okapis from Al Bustan Zoo in the UAE. So far, it is unsuccessful because of problems with export documents.

Negotiations with Zoo Al Bustan about the import of a new male have been stopped after three years, and now they're negotiating about importing a male from the US.

Hello! I read in the 'EAZA Best Practice Guidelines ' for okapis that 'every individual' is important. Doest this mean there are so little animals that there barely is surplus in the EEP program?
