possibly certain places in India would allow their elephants to be exported.
Many places like Kerala don't actually do any breeding at all.
 
i think you'll find in the tradition of shortsighted global zoo management, australian statutory zoos will avoid another costly (and controversial import) as long as possible.

besides why should auckland or australia zoo import when, should all go to plan, taronga and melbourne zoos will soon be in elephantine surplus?
 
auckland zoo's priority at the moment is to import one cow, in case Kashin dies. following that, they have indicated they would import another two plus two bulls, holding a herd of up to 8 cows and calves and two bulls.
