PETA calls investigation of camel escape at Cedar Point

Why is Honey Hill Farm getting investigated when the escapes are likely to be Cedar Point m’s responsibility?
 
What I want to know is why are they investigating Cedar Point’s animal supplier instead CP themselves?

There is a link to PETA's formal complaint in the article. It looks like (from what they say in the complaint) the animals are exhibited at Cedar Point by the owner of Honey Hill Farm, rather than being animals owned by Cedar Point which were simply obtained from Honey Hill Farm. Presumably, the animals being the property of that person makes that person the one responsible for having them securely contained.

So, does that mean that if one zoo loans an animal to another zoo, and that animal escapes or something else happens to it, the zoo that lent it out has to be investigated, rather than the one where the animal escaped?

According to the formal complaint, the owner of the camels is exhibiting them at that location so they are responsible for them. I have no idea whether that is true or not, but that is why they are calling for the supplier to be investigated over it.
