It is a solid line-up but its one of those where I feel it misses the mark by just barely an inch, for example if I could change a few species on this roster

Prenocephale - Pachycephalosaurus
Torvosaurus - Dimetrodon
Yutyrannus - Kelenken
Bison latifrons - Doedicurus
Leaellynasaura - Eohippus

I feel like the same problem happened with Planet Zoo, it is a wonderful game with a huge roster but the few missing animals especially in the mini-exhibit department like no Chameleons or Geckos or King Cobra are so jarring.

I'm willing to be a bit more forgiving with PK, as they are a rather smaller team than the one developing PZ, so it might be more cumbersome to develop new rigs for stranger animals like Kelenken and Doedicurus, and I agree with @JigerofLemuria that the species that we got were still pretty good, and we'd at least be able to build a La Brea themed park.

If I were to guess, Pachycephalosaurus was axed because of the whole controversy of Dracorex/Stygimoloch/Pachycephalosaurus being possibly the same species, and how difficult it would be to create a transition between the forms
 
Hmmm, so on one hand I do think that Pachycephalosaurus and Doedicurus are good replacements, but frankly I'd rather both sides were available; Leaellynnasaurus, Yutyrannus and Torvosaurus are amazing dinosaurs.
Oh they are amazing animals, I personally have a soft spot for Leaellynasaura, I just believe certain creatures should've been more high priority.

In terms of priority, I ultimately agree with you. I'll go one step further and say I'd have rather they kept Nasutoceratops for later and had Stegosaurus or Ankylosaurus from the start.
 
I personally came up with what I think would be the perfect roster for the initial game as well as several DLCs. I would like to share them but first I will ask if you all would like to see it as I know these lists can get long.

Alright I came up with a list of 165 creatures divided into 5 categories, Habitat, Aquatic, Aviary and 2 kinds of mini exhibits; the "Mini-Exhibit" for terrestrial/semi-aquatic small creatures and the "Mini-Aviary" for arboreal or flying creatures. The base game has 50 creatures with 21 DLCs and 5 anniversary creatures.

I have also seen a photo which confirms down the line, Yi qi is coming to the game in the same way as Microraptor and Archaeopteryx. This is surprising as Yi was not among the animals included on the closest thing we have to an official roster.

Dev Diary: January 2025 — Prehistoric Kingdom

Confirmed for update 14, we have the beginnings of the ontogeny system, with reveals for baby mammoth and baby cave lions, as well as a video of their growth. They also mention how the babies will have some unique animations that make them bouncier and more wobbly than the adults. A first person mode is also planned for update 14, allowing players explore their park from the eyes of a human: walking, running, and jumping their way around. They'll eventually add ways to interact with attractions and incorporate basic managerial tasks such as refilling feeders or cleaning dung.

For the future of the game, there will be paleobotany, the beginnings of social, herding combat and hostile behavior, new rides like a ferris wheel, movie theater and a hot air balloon, and changing the mini aviary into a new kind of mini exhibit called terrariums, which will be more customizable with 3 types, arboreal (basically the new aviary), terrestrial (which will add burrows), and amphibious (with shallow pond and land for small semi aquatic creatures). And in addition to the terrarium themselves, 3 new species have been confirmed for them: Compsognathus, Tiktaalik and Yi qi, with more being revealed later this year!
 
So Microraptor, Yi qi and Archaeopteryx are arboreal, Compsognathus is terrestrial and Tiktaalik is amphibious. I wonder if they are going to balance it out with the new creatures that have yet to be reveled and go 3 for 3.

If that is the case I'm hoping for Beelzebufo and Diplocaulus for amphibious and Didelphodon and Sinosauropteryx for terrestrial.

Some other hopefuls include; Arthropleura, Lystrosaurus, Mononykus, and Longisquama
 
Alright in addition to Yi qi, Tiktaalik, and Compsognathus there will be 6 additional creatures added with the terrarium system in update 16; 2 carnivores, 2 herbivores, 1 insectivore, and 1 piscivore. I have dug through numerous forums and images to find the most likely candidates and this is what I found.

The insectivore is likely Leptictidium, as the species also appears as a mascot for an in-game restaurant and the developers confirmed at least 1 mini-exhibit mammal will be added to the game.

The carnivores I believe will be Mononykus and Beelzebufo, numerous forums and even the developers have strongly implied Mononykus will be added and I firmly believe Beelzebufo with its iconic appearance and large fanbase among the paleontological community deserves a spot.

The piscivore is most likely a Diplocaulus, this one is the most speculative but a good deal of fans are asking for this species and it would be the perfect representative of large Paleozoic amphibians

As for the herbivores, the first one has actually been implied to be a Simosuchus which recently rose to stardom thanks to the Prehistoric Planet documentary and the second is believed to be Diictodon which bears a strong resemblance to the icon for the terrestrial terrariums and numerous redditors believe will be added.

Of course none of these are set in stone and they are just the most likely candidates based on what I have seen.
 
I did some more digging and found out some new information to the point I believe I have the entire remaining roster of the game figured out.

No new animals for Update 14

Update 15 adds 1 new herbivore and according to most sources it will be Gallimimus

Update 16 adds the terrarium system along with Compsognathus, Tiktaalik and Yi qi along with the 6 other terrarium species which as I said before I think will most likely be; Beelzebufo, Leptictidium, Mononykus, Diplocaulus, Simosuchus and Diictodon.
Note; Peltephilus and Cotylorhynchus have also been heavily suggested among the fandom, however I think Peltephilus is too obscure and Cotylorhynchus is simply too large for a terrarium.

Update 17 adds the animal combat system and has 3 new species; the carnivore is most likely Allosaurus (with Saurophaganax as alternate species) and the herbivore is Stegosaurus. In addition the third species which is listed as a Frugivore (Fruit-eater) is believed to be my beloved Pachycephalosaurus reclaiming its postion from Prenocephale which the developer has confirmed to be cut from the game in favor of the former.
(I don't dislike Prenocephale and I hope it eventually returns to the game through DLC, I just think Pachycephalosaurus should get priority)

Update 18 is where things get strange; it lists 2 piscivores and 1 carnivore. One of the piscivores is 100% Baryonyx which was confirmed for the game near the beginning. The fandom believes the carnivore to be Deinosuchus and the other piscivore to be Ambulocetus. However I'm not entirely sold on the latter and I think the other piscivore is actually the long awaited Dimetrodon as recently studies have shown that Dimetrodon resided in a swampy environment and ate large amounts of fish and amphibians (Diplocaulus fossils have been found with bite wounds attributed to Dimetrodon). Update 18 does add the wetlands biome which would be perfect for Dimetrodon as well as Baryonyx and Deinosuchus while Ambulocetus would be a more coastal animal.
(Like with Prenocephale I would love to see Ambulocetus someday added to the roster but I think Dimetrodon would be a more welcome addition given the lack of large paleozoic animals)

Update 19 has 1 animal listed as a frugivore but most on discord and reddit believe it will be the omnivorous dinosaur, Oviraptor which was confirmed by the developer to be coming to the game.

Update 20 is the final update with 6 animals; 3 carnivores and 3 herbivores. 4 of these creatures are believed to be animals we already knew would be coming to the game; Carnotaurus, Utahraptor, Edmontonia and Megatherium. The remaining 2 however are newcomers but very welcome newcomers in the form of Doedicurus and Kelenken according to most on discord and other forums. A good chunk of the old rosters animals like Diplodocus, Guanlong, Miragaia, Bison Latifrons and Daeodon have been put on the back burner.

The developer has also confirmed that if the game does well then the 1st DLC will be a recently extinct pack with 4 of the likely animals being: Thylacine, Aurochs, Dodo and Quagga.

Again while these aren't 100% set in stone I believe from all the sources I've looked at this is the most likely final roster for the game. But as always I'm prepared to be surprised.

To me, it sounds like it’s the former, but I just wanted to make sure to avoid disappointment.

I meant for the game's initial release as the developer has stated that eventually they want to add aquatics, pterosaurs and animals they initially wanted to include but couldn't.
 
I just checked the roadmap.

Gallimimus is confirmed for Update 15 and even more interesting one of the Terrarium herbivores is confirmed to be Simosuchus
