Record high number of sea otter deaths

I reall reading an article somewhere (sorry cant remember the source) on unintended consquences in nature, that because of the lack of whales (due to overhunting decades agao) that orvas in the northern pacific had tajen to eating otters, almost destroying a thriving colony.
 
I would have thought those killed by sharks would be eaten. If they are finding shark attacked otters they may be a small % of the ones actually taken.
