Two comments.
As I uderstand it, the zoos that no longer habe elephants haven't said that zoos are unsuitable for elephants, only that their zoo is unsuitable.
Secondly what elephant sanctuary do they have in mind for Burma. There isn't any in NZ or Australia. Sometimes I think that the concept of an elephant sanctuary is the be all and end all for these people.
 
From the information that I have received about Auckland Zoo's elephant plans I would have thought that this zoo will actually be an elephant "sanctuary".

In any event, SAFE is irrelevant. The Council's committee voted to approve the plans.
