That is incorrect. Asiatic Black Bears were slated for phaseout because there was not enough room to accommodate four viable populations of tropical bear species and their population was less viable than sloth (another Asian species) and Andean bears.

There wasn't enough space in AZA zoos to manage Sun, Sloth, Andean, and Asiatic Black Bears at viable population sizes. Asiatic Black Bear was the least viable and so was placed on phase out to open up more spaces for the other three.

To be honest I don't remember the exact source of the information, although I'm sure it originated from an AZA source of some kind; older open-source documents from them show up on the Internet with some frequency, and many members of this site have worked for AZA accredited facilities or known people within the industry and shared information here.

There is an old 2009 thread where the reasons are discussed here (Asiatic Black Bears). There is also an entire thread dedicated to phaseout species where the same reason was given on the last page (https://www.zoochat.com/community/threads/phase-out-species-in-united-states.309373/page-8). Seems to be general knowledge at this point.

Every single zoo has to make difficult decisions over what species they choose to exhibit. Oftentimes this means either not replacing a species when it dies or sending a species to another zoo instead. What animals that you have seen at your local zoo do you wish were still exhibited there?

I wish the Memphis Zoo still had white-bellied tree pangolins and North Island brown kiwis.

Not my local aquarium, but I do miss Cairns Aquarium's Mouth Almighty and Scalloped Hammerhead. And according to a friend who went there recently, their Largetooth Sawfish is no longer in it's exhibit, which is a little concerning. I don't know whether it died, was transferred to another aquarium or is temporarily off display, but it would suck if it is really gone.

I also miss Reef HQ's (again, not local) deepwater displays of Pineconefish (replaced with assorted reef critters) and Splitfin Flashlightfish (replaced with Ornate Rock Lobster).
 
Just found out STL no longer has tuataras, which is saddening. They were off-exhibit but still there for many years, until recently.

Other older, historic species no longer kept that I would like to see again are the Komodo dragon, Chinese giant salamander, koala, walrus, sloth bear, Cuban crocodile, and giant panda.

I found out what happened to the Largetooth Sawfish, it really is gone. It outgrew it's exhibit and was released into the wild. A little disappointed that it's gone but I understand why they released it.
