New idea for how I'd start a zoo from the bottom:
Start out as more of a sanctuary type thing. Rather than being like a regular zoo, it's alllll birds here. I'm from Texas, we got plenty of birds, so I have a fondness for them.
We start out primarily doing wildlife rescue and rehab, as well as taking in exotic birds from different situations. (former pets, closed zoos, smuggled animals, etc.) Give everything a natural look so it's like guests are taking a nice nature walk.
Have an aviary where guests can feed parakeets or lorikeets. And do a bird show, featuring all sorts of birds. They can be trained to fly around and the zookeeper educates guests. Maybe even offer demonstrations each day to talk about falconry, the history, purpose, how to do it.
After some time, try to take part in conservation breeding for endangered birds.
