Starting a zoo in nsw

Hello my names aiden
I have a 60 acre property in nsw Australia
I’m wanting to slowly turn it into a farm/zoo
I figured would be easier to start with farm animals then work up to exotics
What is the process of starting a zoo from scratch in nsw
I’ve done a lot of googling but find the information overwhelming and thought it would be easier to talk to someone who has achieved this
