According to information from Tierpark Berlin, the new elephant building/ complex is going to be the most modern one in all of Europe. The building process is to begin, once the Brehm building is open (planned for Spring 2020) and all elephants have reached their respektive new locations (due for the first half of 2020) and is scheduled to take about 2 years (estimated costs: 35,4 mio Euro). The elephants are to receive a total inside area 3.000 square metres (almost ten times more than right now). Alongside this, Tierpark is going to construct a huge(!) savannah exhibit for giraffes, zebras and antelopes and some more freshups for various African exhibits (estimated costs: 5,7 mio Euro).

Apparantly these five signs only are to give a first impression on what can be spotted besides gharial and Co and they portrait red-whiskered bulbul, Asian fairy-bluebird, Bali myna, blue crowned laughingthrush and Palawan peacock-pheasant. So presumably there could well be more birds as well as other small animals added in the process.

The official and semi-official communication varies between "in a couple of weeks", "Spring 2020" and "this year" depending on the context, but I would think they probably aim for the main season starting in April.
The location best can be found on this earlier version of the Tierpark map. You just need to locate the (left) red arrow pointing to the Cafeteria restauration (now called "Patagona") and then kind of follow the arrow head towards the small pond to the left of the restaurant and above the toilet (WC) symbol.

2 spot-billed pelicans hatched and are being parent-raised. The species bred already in 1993 but the chick(s ? ) was / weren't raised and died shortly after hatching.

In the Instagram post, they list the tiger species as Indo-Chinese tiger. Are they really?! Another reason to pay another trip, if so...
No, they are Malayan - Tierpark has historically refused to recognise the split between Indochinese and Malayan.
That makes sense, I did think it was unlikely.
4 weeks to go. It feels a bit unreal - given the long and often slow process. Fortunately there are some updates with pictures. So it really seems like it is going to happen...
