I think one of the issues is that the trade is such low risk for the wildlife smugglers. This man got caught smuggling 9,000 baby tortoises from China to India of which as many as 1,500 may have died. Resulted in a fine of $220 or £146. Absolutely crazy, no wonder people are willing to take the risk!

Wait, these turtles are all alive, right? Not already dead in preparation for some turtle soap and something? Will all these turtles be released back into the wild?

which ones? The ones in the second link (the Indian one) appear to have been red-eared terrapins so they wouldn't be released anywhere.

The ones in the first link (the ploughshare and radiated tortoises) would ideally be returned to Madagascar but they may instead end up in zoos. The scary thing with these ones is that they are coming direct from Madagascar. Disgusting.
 
I personally would like to see a number of them sent to leading zoos throughout the world, for breeding purposes, and the remainder sent back to Madagascar. Then a Madagascan government controlled release of offspring back into the wild. But only after smuggling is more adequately dealt with.
 
It's stuff like this that really ticks me off. They NEED to have harsh punishments to deter anyone else from trying to do it again. These people don't value animal life and need to be taught a lesson, but quite sadly, nobody is willing to do so...
