Unable to comment in threads in Speculative Zoo design

Is this locked behind some role, or activity level?
I was about to write up a post congratulating and showing my enjoyment for reading mr gharials wetland enclosure but i found out i lack the appropriate permissions to comment or create a new thread in that area,
Also i am unsure if this is the correct place to post this, please inform me if i should relocate this to another area.

You have to post a certain amount of times and contribute to the thread before being able to go on speculative zoo design. I think it’s to prevent spamming
