Is this some kind of environmental education facility?

It's an educational outreach organization run through the university. It allows college students to get hands-on experience working with animals, as well as gain experience in public speaking.

Converting to bioactive enclosures and breeding Blue Death Feigning Beetles are the two biggest projects at the moment.

Is it open to the public?

The public is able to come into the building and observe all of the display animals through a window. If there are students in the program around, it is likely that you would be able to get a tour or have animals brought out to you.

It does not have expansive enclosures like Steven's Point, though.
