What zoo's are open 24/7

Lincoln Park Zoo technically, since I don't think the nature trail closes. You wouldn't be able to see any exhibits, though. I doubt any zoo has animal exhibits open 24/7.

Both Tierpark Oberwald in Karlsruhe and the Freigelände des Nationalpark Bayerischer Wald are open 24/7, neither are fenced. So in Karlsruhe you could theoretically watch rocky mountain goats, goitered gazelle and white-lipped deer at midnight. The Freigelände is home to some 30 native species. It must be quite a sight to watch their bears and wolves at twilight.

I know a few very tiny local tierparks or just few cages or pens in city/town parks that are not fenced off thus you can come and marvel at animals after midnight if you like. Biggest among them might be Zookoutek Malá Chuchle at Prague - a pretty humble place with just basic winterhard species.
