Shocking this may be, I do feel the municipal administration carries most of the blame as they more or less define policy decisions, appoint and sack zoo directors and do not provide sufficient funding for their zoo to operate. They have already done away with 2 (perhaps even more I do not know about) promising new directors with good plans to develop and improve before and the last one was sent off too by Municipality I believe. It is a sorry state for a zoo in the most impoverished and Industrial heartland of the Czech Republic.Due to findings from a recent inspection, EAZA changed member status of Zoo Usti nad Labem from full member to temporary member. Now some details on it made it to the press and it is not a happy read.
• All three members of the zoological department are young, fresh graduates with little experience. EAZA inspectors are concerned that this will have a negative impact on working conditions, animal care and welfare, general safety, etc.. This was further worsened by fact, that head of the zoological department didn't have keys from all exhibits and was dependent at keepers, who were at home at the time of the check. EAZA feels this is a safety risk. The inspection was further complicated by the fact that none of the zoologists have sufficient language skills, which not only made it hard for inspectors trying to get the answers but it is concerning in terms of potential international cooperation.
• Zoo's vet was present during the inspection as well and after a few questions, the inspectors found out that he has no idea which weapons are in the zoo's disposal. EAZA recommends that at management members and all vet's working for the zoo should know which and how many weapons are present on-site and which types are suitable for which situation.
• The inspection also found many issues regarding animal welfare, enrichment quality and failing to meet EEP Best Practice Guidelines standards. Mainly in terms of primates and carnivores

Zoo Usti says its not true that there a plans to move Delhi to Karlsruhe when you request a confirmation of this.

And yet they have insolence to yell something about need to keep "attractive animals" as elephants, apes or rhinos...It is public knowledge that the Usti Municipality is playing a peculiarly bizarre role in the day to day management and operation of Zoo Usti, has managed to appoint and fire a few directors in the process and really seems unconcerned with any long term vision for the zoo and how this public service is best supported. Some of the past and gone directors did have good plans, yet never received the investment and support this required. The why's and wherefore's always seem to evade us. At heart, really is the issue that the zoo receives only marginal and tacit support from Council - which is a real shame, even for a region that is the most impoverished in Czech Republic - and thus remains in a time warp limbo Catch22 sit drama.
