There is a small population of familiaris just north of Arnhem (in the Rozendaalse Bos), so if you saw it roughly in that area it could be both species.

The place I saw the bird is south from this location, so I doubt I saw a idividual from this population, I saw the bird in question in the Immerloo park, I've tried to look on eBird on this location, however I couldn't find anything about it, no sightings or whatsoever.
 
I'm now in the night train from Northern Vietnam to Central Vietnam, so I figured I'd update with the things I've seen... Herps and inverts will come when I'm home! :D

The Tamiops at Cuc Phuong are maritimus.

Swinhoe's Striped Squirrels are only found in the very far north of Vietnam (they are basically a Chinese species, with the distribution only skirting the borders of Vietnam, Burma, India, and Tibet), and where they do co-exist with other Tamiops species they tend to be separated by altitude.
