I don't think the future exhibits should be counted in this tie, but I do think that Singapore's intentions to elevate the importance of birds in their parks is noteworthy and should be appreciated...
I think that if there was currently a half-finished giant aviary complex under construction inside Singapore Zoo grounds some people probably would view that in a favourable light for this competition. And, that is essentially exactly what is happening.
The trouble is that WRS isn't 'elevating' the importance of birds at all. It already controls the second largest bird park in the world. It's just that it's a bird park that is specifically excluded from consideration in this competition.
