Arabian Wildlife Center had them at the end of 2018 bts, not sure about currently.

Besides the gray whale mentioned earlier (which I've seen and photographed ;)) I know of a few others:

Pygmy sperm whale at Mystic (1991) & Mote Aquarium (Various years)
Dwarf sperm whales at Mote Aquarium (Various years)
Sperm whale calves apparently have been kept alive in tanks for days-weeks (not sure where)
Gervais beaked whale at Mote Aquarium (1998)
Blainville’s beaked whale at Hawaii Cetacean Rehabilitation Facility (Various years)
Sowerby's beaked whale at Harderwijk (Dolfinarium) (1972)
Pygmy right whale (can't remember where, photo is in Walker's Mammals)
Narwhal at New York aquarium (around 1969/70) & Vancouver aquarium (1970) among other locations back then
Minke whale at Mito Aquarium Japan (1930s and 50s)
Brydes whale- juvenile- Sea World Orlando


If anyone knows of other species feel free to add on!

I have seen a few smaller stargazers offered in the aquarium trade, but very rarely. I saw an electric ray offered once, (Torpedo marmorata), with appropriate cautions listed. Not sure I consider electric rays suitable for the home aquarium though. :p

I'm not aware of any public aquarium keeping either group currently, though somewhere probably has them. The burrowing nature of stargazers doesn't make them well suited for display though.

A few in Europe and possibly Gulf Specimen Aquarium in Florida.
 
I used to have photos of stargazers in the galleries for New Zealand, but they must have been purged. They are very easy fish to keep.

Currently there appears to be only one photo on Zoochat, of an Atlantic Stargazer at the Barcelona Aquarium by @ralph from 2017

Yes the stargazer in Barcelona was the first of its kind I saw, and so far the only one. A few other aquaria in Europe seem to keep the species, but not many.

I did see an electric ray (Torpedo marmorata) once, in Antwerp zoo a few years ago. It was kept for only a short period though. There might be a few in European aquaria that keep electric rays, but they're not common.
 
I have seen 2 deep water lizardfish species in Japanese aquariums, but I’m wondering why lizardfish as a whole aren’t more common in aquariums both public and in the home?
