I need a List of Zoos with Functioning Multi-generational and Bachelor Herds of African Elephants, a List of Zoos that are expecting a matrilineal/Split, and Zoos that are acquiring or planning on bringing the African Elephants back, please?

this site will answer some of your questions. It’s quite accurate and up to date. I am not aware of any plans to split matrilineal lines of either species. In fact we are nowhere near that. The only potential split is the Asian elephant group at African lion county in Canada but what elephants is anyone’s guess. It will be a while for Houston. For the Africans the recent imports have already been split in 3 locations (female groups) but so far mothers have their daughters with them.

I love a good list, but I'll put it below a cut so that others may bypass it due to length.

Breeding Facilities are as follows, but not all have activity produced calves recently or have a bull-onsite at the moment:
- Toledo Zoo (1 viable cow, no breeding bull)
- Fresno Chaffe Zoo (2 viable cows, onsite bull)
- Reid Park Zoo (2 viable cows, onsite bull)
- Zoo Tampa (2 viable cows, no unrelated bull)
- Indianapolis Zoo (1 viable cow, no breeding bull)
- San Diego Zoo Safari Park (6 viable cows, no onsite bull)
- Sedgwick County Zoo (5 viable cows, onsite bull)
- Dallas Zoo (1 viable cow, onsite bull)
- Disney's Animal Kingdom (4 viable cows, 2 onsite bulls)
- Kansas City Zoo (2 viable cows, onsite bull)
- Henry Doorly Zoo (5 viable cows, no onsite bull)

Bachelor facilities:
- Cadwell Zoo (2 bulls)
- Birmingham Zoo (3 bulls)
- San Diego Zoo (3 bulls)

Zoos that have expressed interest in bringing elephants back/shifting gears to breeding or bachelor holding:
- Louisville Zoo (Unlikely)
- Knoxville Zoo
- Jacksonville Zoo
- Brookfield Zoo

After it's completed I'll assume. It's set to open around November (from the most recent update).
it will be a long while. It seems they are trying to create artificial intervals of births.
Well it's now been seven years since the most recent cows to birth welcomed their calves so it will have to be soon ... And that's not to mention the young adult girls who are now in their late teens, needing to breed asap!

Ultimately this will be determined by whether their girls are pregnant. If multiple indeed are, then there is little reason to bring in a bull. If they are not, then I'd hope they would be looking to bring in a new bull ASAP once construction is completed. Only time will tell.

How many adult bulls will they be able to hold when its finished?
 
Given that Alice, Kate, and Ginny are all post-reproductive, they'll probably be heading to The Elephant Sanctuary in 2027. I doubt that any other AZA-accredited facility would be eager to take them on.
They would be great at LA ZOO since there Asian herd was sent to Tulsa. I think they will be going to Tennessee to be honest.
 
Apologies if this has already been mentioned elsewhere, but Shaba, 45 year old female at the San Diego Zoo, will be transferred to the San Diego Zoo Safari Park to (hopefully) integrate with the herd there.
That would be great for her. She does flirt with the young bachelors there.
