Hornbill, I think it would mean that the management of the species will be changed in an attempt to get them to breed. I doubt that they will go out of Sacalia turtles or tuatara.
Sacalia are listed as category 1b which is – Taxa that are in imminent danger of extinction (locally or globally) and are being managed in captivity as part of the recommended* conservation action.
Tuatara are listed as a species for research
as follows,

biology, taxonomy, husbandry, disease, health management etc.
and are classed as category 1e - Conservation (Education) – Taxa that encourages understanding of conservation issues and people’s individual roles in them, and where possible makes direct links with in situ work, preferably the Zoo’s own.
