I don't know the situation of the zoo population of North American Brown Bear subspecies in Asia. But I think it could be difficult for Singapore to get one of those subspecies.
Most North American Brown Bears in European Zoos (Kodiak and Grizzly, but no Alaskan as far as I know) are very old and out of breeding age. And the last import from NA was one or two castrated Kodiak male(s) for a park in Sweden. As far es I know, US authorities (I don't know how it is with Canada) do not allow export of Bears in generall (and exceptions are very, very rare). So I guess there will be no export of North American Brown Bears either from Europe nor from North America to Singapore.
On the other hand, I can imagine that Singapore could get other (interesting) Brown Bear subspecies from Eurasia (e.g. Kamchatka, European, Mandchurian, Japanese etc.).
My opinion: When Singapore Zoo has built a new (and expensive?) exhibit for Polar Bears AND the exhibit does accomplish their needs, then it should also be occupied with Polar Bears.
