Dugongs did range to Japan historically, so depends on how you look at it I suppose.

According to IUCN they still range to Japan - they are present around the Ryukyu Islands.

Aren't there also dugongs at the Sydney Aquarium? That is also outside the range, if we are going by exact geographic range and not by country.

Yeah I believe there's a very, very small population (under 10 individuals), still in the Okinawa area.

I think personally going by country makes more sense, just simpler that way.

It is worth noting though, that Dugongs can occasionally range into New South Wales, while they don't appear in mainland Japan.
 
I've heard Dallas World Aquarium has had Himantura dalyensis (no idea is they still do, I can't find much information on it), which would make it the only aquarium outside of H. dalyensis' range to house it (and one of only 2 aquariums to ever keep the species).
 
It looks like it hasn’t been mentioned, but as far as I know, Ouwehands Dierenpark (Rhenen) is the only zoo to have the Spotted cuscus (Spilocuscus maculatus), and only one individual
