Are you talking leopards or lynx? There're plenty of open-topped lynx exhibits (Birmingham NC and Whipsnade spring to mind as UK examples) and even some open-topped leopard exhibits (such as Banham).

Concerning leopard at Borth, in order to protect the welfare of these animals and to protect keeper safety, keepers must be able to demonstrate a good knowledge of husbandry and handling of the species they wish to keep.
 
The leopard is not in an opened top enclosure, what are you talking about, you have completely ignored what maguari has just said. What have keepers got to do with it? They Lynx have a sleeping quarters, an outdoor holding pen and the big exhibit. The leopard is in an enclosure with a roof and lots of climbing logs and platforms.

This is one of the big cat enclosures for the two very old lynx, as they are so old they sleep 24/7. What is so bad about this natural looking, spacious well planted enclosure? I see no mock rock or metal cages...

You're way too sensitive. I don't dislike the lynx enclosure. I was making a point that to consider the conditions the animals are being kept in is to miss the point entirely when they are being confiscated on very spurious grounds.
 
Staff from the Cat Survival Trust are again at Borth today, in a new attempt to remove Rajah the Leopard. The zoo have also lost custody of two Black and White Ruffed Lemur and pair of Ring Tailed Lemur which have already been taken. The Black and White Ruffed Lemur will also be going to CST as well according to the article in the link

I remain saddened by all this. I am a regular visitors to Borth. Their animals have always seemed to be well cared for and in good mental / physical condition. The missing paperwork is important. So why could Defra not work with them for compliance. Too late now. So the place that once helped rescue animals from Chester is now having animals take from them. I wonder if the cycle will continue and in my life time if I will see the CST raided due to a financial difficulty or missed legislation. I sincerely hope not. Paul M.

Interesting you should say that, CST are 1596 days overdue in filing their Annual Return and have omitted filing at least 4 years accounts. Hardly squeaky clean for a charity!
