Not necessarily. Bleaching can precipitate a one-way phase-shift to algae-dominated systems, particularly when associated with other stressors.

Well, I can guarantee bleaching happened in the past several times. Check the molecular locks of specialised reef organisms such as butterflyfishes and damselfishes: throughout that period of time, reefs must have recovered.

Reefs can recover, but not always, like Giant Panda said. If a reef does recover it takes time, several years. Constant bleaching events will destroy the reefs and they won't be able to recover.
