What's wrong with North Carolina Zoo?
The bull at North Carolina is a non behavioral bull and the herd they have is multigenerational. The bulls name is Louie, I shared a link as far as the reactions go that some zoochat users have felt about the move.

“Stupid move. North Carolina has absolutely, without any shadow of a doubt, completely squandered any breeding potential they had. The absolute lack of an action they've taken on getting their elephant population breeding is absolutely pathetic. They have probably the single most mismanaged heard in North America in terms of breeding. It is absolutely infuriating.”
In other words, they aren’t the greatest with elephant management.
