The responsible animal welfare response is leave her at the facility for the few years she has left. At this age any transfer aka transport is a huge stressful undertaking for an animal. I am sure they will redevelop the area once she passes on in a responsible manner.

My thoughts are that it shouldn't be based on age alone, but the exclusive health of the animal. Especially if a trek not too far away could be arranged. I get that it's a debatable topic though.

The larger issue is that they're hoping to find her a companion. This companion would likely find themselves alone in a matter of years. So, the zoo doesn't seem like they have a repurposed space on their mind. That's my real concern.

Seriously speaking, if a zoo has the budget to be creative with a former elephant complex, they should go all out! Santa Barbara's converting theirs into a kangaroo walkabout (well they are including Australian birds in the fray as well), Toronto went from elephants to giraffes, Calgary first had an Indian rhino before going into giant pandas, and could still go into orangutans, the list goes on! This could be an amazing snow leopard habitat, or perhaps a brand new orangutan addon complete with an overhead O-Line, or a rotational tiger habitat, among other options!
 
Not to go off subject but I agree with @Wyman in the sense of just adding rhino is getting boring. I like the Santa Barbara idea or even Greenville NC turning there's into a S.A. exhibit. Megafauna is great but creatively can be a much more interesting exhibit both for the public and the professionals

Of the 226 Asian elephants in North America, 19 (3.16.0) reside at two institutions in Canada, and 207 (47.160.0) reside at forty institutions in the United States. However, these numbers are not accurate as 51 (9.42.0) Asian elephants have an uncertain status. The elephants with an uncertain status are italicized in the current population.

Would it not be great for this fine bull to get the opportunity to breed across the border? Exchange for white rhino cows to give Mexican zoos chance to reinstate their rhino breeding from historical era (Guadalajara, Morelia and Puebla a.o.)!!!!!

So after some quick research, the youngest 13 females that Ringling owned are aged 8-38 years old. So we can assume they're the females who are now at White Oak.

But only 12 were transferred. The article mentions there are two sets of full sisters. However, in the list above, there are three sets of full sisters. Piper, the youngest is 8, and she is the only 8-year-old, so she has definitely been transferred. This means that one of the following 5 females either passed away at Ringling or is still there awaiting transfer.

I wonder if possibly White Oak moved the reproductive females first and are going to acquire a bull to breed them before the rest of the herd arrives. Just a thought.

I don't really have an opinion on the matter other than I hope this particular elephant gets to live a life under better / more suitable conditions (either in Mexico or the USA) than it was exposed to during its time in the circus.

Sorry to be stubborn on this @Kifaru Bwana, but again I'm much much more interested in what is being done with ex-situ conservation of native endangered species in Mexican zoos than elephants and rhino.

If they can't get him physically into the USA maybe train him for AI. Very nice looking bull with impressive tusks. He reminds me of Melbourne's recently deceased bull Bong Su.

It is possible that some of the cows will be transferred with her mother. I don't know another answer.

It really seems like he's trying to focus on breeding. After all, the cows are aged and should have a calf as soon as possible. They did it very well. Breeding cows will get used to the new environment, acquire a bull and can breed while moving old cows, which may take longer due to their health.

Since the cows were all living at Ringling prior to transfer, it could be possible that some may be pregnant already when they arrived. Since gestation is so long, it would have made sense to expose the cows to bulls prior to transfer if they intend on continuing in the SSP breeding program.
