What do zoos do with the Ostrich eggs that they don't hatch, do they just dispose of them? If that's the case, why don't they decorate and sell them, or would that be against regulations?

Seen them being sold in zoos sometimes, Axe Valley Wildlife Park for one as that is where i purchased my one.

Also seen some other bits for sale, peacock feathers and porcupine quills etc

It would be against the law in the UK - IF it were a CITES listed species, unless a CITES sale exception had been granted.
Feathers, eggs etc are classed as 'parts or derivatives' and need the same licences as live animals.
