I'm at the zoo. I can indeed confirm that Hall Of Animals has reopened!
Also, @PercideRolo is correct, there are now 3 Sand Cats on display in the Animal Lifestyles building! This is a bittersweet addition however, as they have replaced the Geoffroy's Tamarin, a rarely seen species.
Where were they sent to?
 
I visited today, and I have a few updates:
  1. I saw that earlier this year people were wondering about the size of the zoo's baboon group. Today I saw 4 baboons total-- one male, two females, and a third of indeterminate gender.
  2. The aviary was closed, presumably due to avian flu?
  3. The emu exhibit was empty, and a sign was posted there saying "we are making some changes to this exhibit. Animals will be back soon!". I haven't been to the zoo in years, so I don't remember what the emu exhibit was like before, but I took a picture and posted it below in case there are any changes that have already been made that someone else would be able to identify.

On September 28th, the zoo officially announced they acquired the (3.0) sand cats which are named Mali, Chad, and Atlus.

This isn't news, this was well-reported on months ago and there has been significant conversation regarding this arrival months ago. I think there are even photos of the animals in question in the zoo's gallery already. You know this, as you've quoted one of the posts mentioning the arrivals from back in July. This is an example of something that you absolutely should know better than to make a whole new post about, none of this is new information and it's old news.

I visited yesterday, and the Pallas Cat, Bushy-Tailed Jirds, and Fly River Turtle were all off exhibit for habitat repairs. There also have been no changes to the emus, which have been off exhibit with a sign saying "changes coming soon" for a while now.

Was the Black-footed Cat gone by your visit? There's now a White-faced Owl in the cats exhibit when I went. I fear this rarity may be gone from the collection..

On February 14th, it was announced that the zoo transferred a (0.1) red panda named Willow to the Houston Zoo in Texas.

On February 24th, the zoo announced that a (1.0) Hamadryas baboon named Bandari was born earlier in February.

Baby baboon on board! You might have noticed a tiny new face in the baboon exhibit recently. Last year, we brought in a new group of Hamadryas baboons from two California zoos to begin a new breeding program, and our first baby was born early this month! On warmer days, little Bandari can be seen outside with his mom Tinka and dad Muiru. According to Keeper Megan, he’s a mischievous little guy and is already exploring independently away from mom! On June 1st, the zoo announced that a (0.0.1) North American porcupine was born on April 30th.

Of course just as WCS has finally finished re-doing the New York Aquarium after Super Storm Sandy damaged it, what happens? A tropical storm comes along and severely damages another one of their zoos. Prospect Park Zoo is closed indefinitely due to damage from Tropical Storm Ophelia:

Very bad news, but it is at least relieving that the article says none of the animals were killed or harmed by the storm.
 
I'm a volunteer at PPZ and I'm so sad for everyone. I knew it was going to be flooded when we got all the rain, I had just hoped it wouldn't be this bad. All the animals are safe and able to continue their normal routines though, so that's a blessing. I just miss the alpaca, Loki. She's 26 and I'm worried about seeing her again :(
