The aquarium is building something new near the temporary exhibit area; it seems to be an aviary of some sort, but your guess is as good as mine.

Probably just a budgie feeding aviary that has sprouted up everywhere across the country. But that would be weird as the states other aquarium also has one of these.

You were on the right track with feeding aviary, but not for budgies. That's what Mystic does each year. Maritime's temporary exhibit for this year's summer is for lorikeets.

The temporary Lorikeets exhibit closed yesterday, September 3rd.
The Shark and Ray Touch Tank is temporarily closed, as slight maintenance is performed. It should be open again by this weekend.
 
Banggai Cardinalfish babies are on exhibit in the Marine Care and Culture Lab.
4 Cane Toads were recently added to Frogs!.
 
The female Loggerhead Sea Turtle who left the sea turtle exhibit to make room for 2 young Green Sea Turtles, is now back on exhibit. I don't know if the Green Sea Turtles left or not.

Since when was there a Loggerhead on-exhibit? When I went in 2011 it was a Green.

The Loggerhead was on exhibit for years... I saw her in 2010, but didn't visit Maritime again until 2012, and the Greens were on exhibit then. Either she went off-exhibit/was transferred to another facility in 2011, or less likely, you misidentified her.

When I visited, the website listed Loggerhead but the signage at the aquarium listed Green.

A Cubera Snapper is a new addition to the sea turtle tank.
The aquarium has posted on their Facebook that their special exhibit for next year will exhibit jellies in a unique way, and will debut in January.
