This isn't so much a 'newly discovered' species as the elevation of a subspecies to a species.
The taxon was described by Hartert in 1903 (as a full species), then subsumed as a subspecies of Grey-sided Flowerpecker (Dicaeum celebicum kuehni), and is now recommended to be restored to species-status.
