Newly discovered / described species 2014

The pale colour is no indication for new species for sure as euplectes weavers tend to become paler in captivity. The size could be something but for me it looks like a normal Euplectes franciscanus male.
 
I don't get the bit were he says “It was something I’d never seen before. I thought it might be a hybrid but it’s not.” -- if he doesn't know what it is, how can he say it is not a hybrid?
