I think Edinburgh win on breeding, purely based on the fact that they have chicks every year and their numbers are over 100!

Indeed - note that in the 18 months between the figures I provided and the figures provided by @Quincey the Gentoo population at Edinburgh literally doubled, going from 49 to 100 :P
 
Good point, but by meeting criteria I mean that it has something impressive and standout in a particular factor.Which zoo has the best in a particular criteria is which zoo is, well, better in that factor.In that measurement I think it may look like this, though it is a very debatable subject:

Depth:Edinburgh
Size:Edinburgh
Immersion:Whipsnade Rockhopper
Foliage:Marwell
Experience:Edinburgh
Breeding:Marwell
Terrain:London
In what way is London's viewing the best? Are you including the tiered seating area as good viewing? If it's foliage you want I'd suggest Dudley? Breeding? I'd be surprised if anywhere beats Edinburgh in the last decade

I’ve just messaged a friend who visits Edinburgh fairly regularly as she studies there - she said the zoo has six king penguin (all males), nearly 30 rockhopper, and yeah, around 100 gentoo.
 
I can see they are not breeding Kings but what of the Rockhoppers?

They breed the Rockhoppers regularly, just not at the same densities as the Gentoos - per Jake's figures, they seem to have increased their population by about 50% in the last two years or so.

From the zoo's website:

"On World Penguin Day, 25 April 2017, our keepers were delighted to announce the arrival of the Zoo’s first rockhopper penguin chick in eight years.

In 2018 we had further success with three chicks hatching."

I believe Rockhopper chicks also hatched last year, and they have definitely hatched this year, 4 had hatched by 23rd April, with more expected:

 
Not sure if it’s been mentioned yet, but is Living Coasts the only collection that has actual sea water?
 
So Edinburgh is lead on breeding.Marwell and Dudley may be joint on foliage but then I have only seen photos of the latter.Viewing appears to be too similar in every penguin exhibit for me to give a true judgement of the best exhibit in that regard.

I bet the pool look very different in autumn, all those leaves in the water must be a full time job removing great time management

I do wonder how many of these enclosures you have actually seen and not just judging from a picture. Just to cut a question off before its asked I have seen over 38 of them

I have not seen that many, no.As far as Britain goes,I have only seen penguins at:
London Sea Life
London Zoo
Whipsnade
Woburn
Colchester
Marwell
Longleat(I know they no longer have any)
Bristol
There may be more that I cannot remember, but real only eight.I am not the best to judge.
